民進黨執政後，蔡英文總統以三軍統帥身分與國軍博感情，並誓言捍衛國軍的尊嚴，但因應未來戰略環境與國防實需，蔡政府仍將推動國軍人力的精簡，任內首波裁軍案預計自2018年展開，國防部本月就將提出規畫案，國軍兵源將裁減至17萬至19萬人之間。

據《蘋果日報》報導，自後年開始，蔡政府將在4年內完成精簡員額。國防部高層人士說，目前陸海空三軍已針對軍種內的作戰模式及可裁減人數進行最後定案，待送交國防部進行更嚴謹的審核及評估後，即可送交蔡總統決定。

報導指出，目前國軍兵力為21.5萬人，送交蔡總統的裁軍案將小幅精簡兵力約2至3萬人，未來兵力將維持在19萬人左右。
